Shape Policy Development

SNI shapes statewide policy and programs so they reflect the on-the-ground realities of care delivery in the safety net. Our extensive work with member systems gives us a deep understanding of their challenges and successes, informed by insights from their clinical, operational, and data leaders.

We bring that knowledge into policy design and refinement. Through collaboration with the state and our partner the California Association of Public Hospitals and Health Systems (CAPH), we help ensure that policies and programs like the Quality Incentive Pool (QIP) are practical, effective, and designed to improve care for patients.

Provide Measurement Expertise

SNI helps member systems use data to understand how well they are meeting patient needs, where access and quality can be improved, and how to succeed in statewide value-based care programs.  

Working hand in hand with systems, we provide expert guidance grounded in our specialized program knowledge. Through this guidance, systems strengthen the measurement capabilities they need to participate effectively in these programs. 

SNI’s areas of support include meaningful data collection, reporting requirements, validation, and performance measurement for programs such as QIP and the Global Payment Program. As programs evolve, we help systems navigate changes and requirements. 

We also analyze system-level data across programs to identify trends and bright spots, share best practices, and help members see how they compare with their peers.

Support Peer Learning

SNI enables member systems to learn from one another as they work to address the shared priorities and challenges that unite them in caring for patients in the safety net.

By creating a community where leaders can exchange ideas and problem-solve, SNI helps them work through complex issues and flatten the learning curve. It also helps them avoid reinventing the wheel by applying successful strategies from peers in their own settings.

SNI brings together systems’ leaders from clinical, quality, data, finance, and operational areas through in-person and virtual convenings, communities of practice, webinars, and our CAPH/SNI Annual Conference. In these spaces, they build relationships and engage with subject matter experts in system change.

We also recognize innovative member systems that are excelling at improving patients’ lives through our annual CAPH/SNI Quality Leaders Awards. For more than 20 years, honorees have shared inspiring stories about the patients they serve and the mission-driven teams delivering measurable results. 

Beyond these convenings, SNI creates practical resources and content to surface and share what is working across the field. These include lessons learned briefs, roadmaps, case studies, and articles drawn from member systems’ experiences.
