California’s public health care systems aim to provide a high quality health care experience to all patients they serve. This requires a focus on effectiveness and efficiency, not just in the care itself, but in designing and improving the system through which that care is delivered. Performance excellence refers to the process of managing change and building continuous improvement into the way a health care system does business.
The health care landscape has evolved to focus on rewarding value over volume, which requires an unyielding commitment – from leadership to front line staff – to ensure the provision of consistent, high level, patient-centered care.
These changes are necessary, but they are not easy. Many providers, not just public health care systems, have been working under the old paradigm for decades upon decades. Changing the focus of care and care delivery is a difficult process which requires significant additional effort, far beyond what the patient sees.
This shift is evident in all of the key programmatic elements of the Medi-Cal 2020 Waiver, which SNI is helping California’s public health care systems implement.
