Giovanna Giuliani, MBA, MPH 
Executive Director

Giovanna Giuliani joined the California Health Care Safety Net Institute (SNI) as Executive Director in May of 2016. Giovanna brings a wealth of experience on a wide range of issues most pertinent to California’s public health care systems. Prior to joining SNI, her most recent role as Associate Director, Improving Access at the California Health Care Foundation (CHCF) had been to help develop a new strategy to improve access to coverage and care for low-income Californians. She also has expertise in quality and performance improvement, including developing and overseeing grant programs to support public health care systems’ efforts to implement Lean management, improve safety net data analytics capacity in community health centers, and advance the development of complex care management programs in California.

Prior to her work at CHCF, Giovanna served at the Pacific Business Group on Health as Director of the California Quality Collaborative, where she developed and executed a wide range of statewide programs to improve patient experience, clinical quality and efficiency among California’s delegated physician groups. She has also held quality improvement roles at Kaiser Permanente in Northern California and Brigham and Women’s Hospital in Boston, in addition to having worked in health plan product development at Blue Shield of California.

Giovanna received both an MBA and an MPH from the University of California at Berkeley and a BA in Biology from Swarthmore College.

David Lown, MD
Chief Medical Officer

David Lown joined the California Health Care Safety Net (SNI) in November of 2013. As Chief Medical Officer he is advancing SNI’s mission of promoting innovation and transformation among California’s public health care systems.

Prior to his position at CAPH/SNI, Dr. Lown was the Chief Medical Officer at the San Francisco Community Clinic Consortium (SFCCC), providing clinical direction to all the agency’s activities, including overseeing the Continuous Quality Improvement Program and the clinical functions of the agency’s mobile homeless outreach van, and serving as the clinical liaison to the San Francisco Health Plan and the San Francisco Department of Public Health (SFDPH) and its affiliated hospital and clinics. For 15 years, he served as a Primary Care Provider at an Ocean Park Health Center and at the St Anthony Free Clinic. He has run diabetes group medical visits, implemented a chronic disease registry, participated in chronic care, self-management and primary care/specialty care collaboratives, and helped launch a clinic based Telepharmacy consultation service. He has also been involved with both local and statewide quality improvement, health information technology and health information exchange workgroups and organizations.

Dr. Lown was raised in Bangor, Maine.  He is a graduate of Brandeis University (BA, Biology), Columbia University (MA, Applied Physiology) and Tufts University School of Medicine. He completed a Family Practice residency at UC Davis in Sacramento, CA; the American Medical Informatics Association 10×10 Certificate Program in BioMedical and Health Informatics from Oregon Health & Science University; and the California Health Care Foundation’s Health Care Leadership Program. He lives in Marin with his artist wife of 17 years and his two teenage children.

Kristin Cielo
Human Resources Specialist

Kristin Cielo, our Human Resources Specialist, joined CAPH/SNI in early 2019.  Positivity, fairness and integrity are all important motivators for Kristin both in the workplace and in life.  Her approach to Human Resource Management is through a combined-focus, employing both individual attention with staff as well as using a team motivation lens with a hands-on and involved approach to “people management.” Kristin received her Bachelor’s at Cal and later was certified through the UC Berkeley Extension Human Resources Management Program. Drawing from her nearly 20 years of HR Generalist experience, Kristin has served in the following industries: Non Profit and For Profit;  Membership-based Trade Organizations; Community Based Behavioral Health Organizations; Manufacturing; Recycling, Reuse and Upcycling.  Extremely well versed in the demands of staying compliant with the ever-changing landscape that is the California workplace Kristin keeps up with all of the special laws and considerations that come with an employee-friendly and protective state.

Amanda Clarke, MPH
Associate Director of Programs

Amanda Clarke is the Associate Director of Programs for the California Health Care Safety Net Institute (SNI), where she develops programs, policies, and trainings that promote integration across public systems and strengthen care in the safety net. Prior to joining SNI, Amanda worked for the Robert Wood Johnson Foundation on a national program to incorporate equity into quality improvement initiatives and reduce racial and ethnic disparities in health care. Previously, she managed integrated healthcare and economic development initiatives in Ghana and Ecuador.

Amanda holds a Master of Public Health from University of California, Berkeley and a B.A. from George Washington University. She lives in Oakland with her family and takes every opportunity to hike up a mountain or sit on a beach.

Erica Fornshell
Director of Operations

Erica joined CAPH/SNI in 2011 and is responsible for the operational effectiveness of the organization by collaborating with senior management to develop and achieve long-term strategic aims as well as the operating budget.  Erica manages the operations staff responsible for administrative support, human resources, facilities, information technology and other operational functions. She also leads the management of grants, financial services trainings, the annual conference, and external operational partnerships, vendors and consultants.

Abby Gonzalez
Project & Events Manager

Abby Gonzalez joined SNI in March 2015 as the Operations Specialist. She is now the Project & Events Manager and supports the SNI team with meetings/training webinars, and project management.  She is the assistant to the Executive Director and the Chief Medical Officer.  She handles all logistics of the CAPH/SNI Annual conference.  Prior to joining SNI, she was the Special Project Manager for the California Association of Cable & Telecommunications Association for over 28 years.

Leossie Hernandez
Accounting Manager

Leossie Hernandez joined CAPH/SNI in May 2019 as the Accounting Manager. In this role, she provides accounting services to CAPH/SNI that include accounts receivable, accounts payable, financial reporting, and other accounting related-functions. Ms. Hernandez brings over 15 years of experience serving as an accounting manager  in non-profit community health services.

Gina Lenhart
Office Manager

Gina Lenhart joined CAPH and SNI in May 2014 as the Office Manager. Gina oversees the general office operations and reception, and provides administrative support to both the CAPH and SNI organizations.

Kristina Mody, MPH
Senior Program Associate

Kristina Mody joined SNI in late 2014. As Senior Program Associate, Kristina leads member technical assistance for several key Medi-Cal 1115 waiver programs, including Public Hospital Redesign and Incentives in Medi-Cal (PRIME) and the Global Payment Program (GPP), as well as SNI’s data analytics and care delivery portfolios.

Prior to joining SNI, she worked at Kaiser Permanente for seven years. As project manager at the Meaningful Use program office, she analyzed and implemented program requirements, and developed regional and leadership communications for the federal electronic health record incentive program. Prior to her role in Meaningful Use, Kristina worked in Kaiser Permanente’s regional medical group compliance department analyzing new regulations, conducting internal audits and supporting local medical center staff. Kristina holds a BA and MPH from UC Berkeley, and has served on the Berkeley School of Public Health Alumni Association Board. She lives in Alameda with her son, husband, and dog, and enjoys reading and exploring East Bay parks and beaches.

Dana Pong, MPH
Senior Data Analyst

Dana Pong joined SNI in late 2014 to provide Waiver 1115 technical assistance to CAPH members and to perform data analysis for various SNI projects.   Prior to joining SNI, Dana was a Sr. Clinical Research Coordinator at UCSF where she took ownership of reporting to joint replacement registries and the management of the Arthroplasty Outcomes Database.  Her experience also includes performing community assessments for non-profit organizations such as the NICOS Chinese Health Coalition, San Francisco Susan G Komen for the Cure, and Human Impact Partners.

Within the public sector, she has supported program research and planning for the San Francisco Department of Public Health, San Mateo County Health System, and for a collaborative between UC Office of the President and Commonweal.  Prior to pursuing public health, Dana spent four years in Regulatory Affairs at a biotech firm.  Dana holds two bachelor degrees from UCSD and an MPH from San Francisco State University.

Dana currently lives and volunteers in Alameda County where she was born and raised.  She enjoys frequent strolls among the gibbons and sun bears at the Oakland Zoo.

Megan Renfrew, MA
Director of Communications

Megan Renfrew is the Director of Communications for CAPH/SNI. In this role, she oversees internal and external communications, including the writing and production of publications and policy briefs, press statements and messaging, digital projects such as newsletters, website management, and social media, among other efforts. Prior to joining CAPH/SNI in 2018, Megan worked for 10 years in the Partners HealthCare system in Boston, including six years at Massachusetts General Hospital (MGH). Most recently, she served as the Director of Communications in the Center for Population Health at Partners overseeing internal and external communications and has extensive experience working on-the-ground with clinicians to implement population health initiatives in specialty clinics. She also worked for four years in the Disparities Solutions Center at MGH on a range of projects focused on reducing racial/ethnic disparities in health care and providing culturally-tailored health care. Megan has a Master’s Degrees in Gender and Cultural Studies from Simmons College and a Master’s Degree in Sociology from Brandeis University.

Zoe So
Program Coordinator

Zoe So joined SNI in August 2019 as a Program Coordinator, where she supports SNI’s planning and implementation initiatives to advance learning across public health care systems. Zoe is a recent graduate of UC Berkeley with a major in Public Health and a minor Public Policy. Her previous experiences include researching healthcare markets for the School of Public Health and interning for the American Heart Association, Community Health Partnership, and more.  She currently lives in San Francisco and enjoys exploring the city on her bike.
